 Department of Human Resourses provides proactive support to attract, appoint, motivate, develop and retain staff and maximize their potential for the purpose of contributing to the University's fulfillment of its organizational goals and objectives. The Personnel Affairs Office is responsible for a wide-range of personnel functions in the University, which are as follows: 
1.To formulate personnel work system, policies and enforcement regulations according to national and local regulations and policies combined with school's specific conditions. 
2.To draft proposals in the reform of personnel distributive system 
3.To work out and put into force training plans for employees. 
4.To formulate and put into force programs on employing and evaluating teaching and non-teaching staff 
5.To put forward organizations establishment and authorized staff proposals 
6.To be responsible for the position arrangements and rank evaluation of professionals 
7.To be responsible for the choosing, evaluating and administrating of leading professors and excellence teachers in their disciplines. 
8.To be responsible for the administrating of staff’s salary, allowance and social insurance. 
9.To preside personnel transferring affairs and the retirement procedure. 
10.To be responsible for the counting of labor work
